If you are working or going to school, your state deepartment of vocational rehabilitation may be able to give you some help. I live in Texas and the last I heard about the rules here was that they would pay for equipment such as lifts and hand controls and their installation, but NOT the van itself.
Some people buy used vans from places such as

I haved looked at these sites but never bought through them so DO NOT take this as an ensorsement of either.
There may be other sites that specialize in such vans but I am not aware of any. I underestand that such vans sometimes show up on ebay and Craig's list so you might check those also.
