Guys I have a question about rental car prices.
My boy Jason wants to rent a car so he can drive up to Seattle to see some friends for the weekend (we live near Portland) and reserved a car with Enterprise.
They only put hand controls in their full sized cars for liability reasons so when he reserved an economy size then told them he needed hand controls they bumped him to the full size and charged him the higher rate for that size car.
I remember something about them not being able to charge more because he needs hand controls but I can't find any law(s) that he can show the rental people so they will charge him the lower rate for the economy car he reserved.

Is it really true that they can't charge more, or is that just the way it is?
Could someone clarify for us please?
